Regulations of the BULGARIAN CINEMA FESTIVAL “SVETI VLAS”

Sveti Vlas is a festival for new Bulgarian feature films and takes place every year in July.
  1. NATURE OF THE FESTIVAL

    1. The Festival has a competitive nature for full-length (over 60 minutes), short-length (created during the Festival) Bulgarian feature films, which are awarded one of the official awards of the jury. The festival also offers accompanying programs of feature films.
    2. The festival presents a variety of accompanying programs organized in different sections: for newly created full-length and short feature films, including films related to celebrations of Bulgarian artists, discussion forums, conferences, technical and creative presentations, workshops, etc.
  2. ORGANIZERS OF THE FESTIVAL

      1. The organizer of the “Sveti Vlas” Festival is DINEVI GROUP.
      2. The festival is run by an Organizing Committee, which includes the Executive Director, the Producer, the Selectors of the Competition Program and the Director of Public Relations (PR).
  3. AWARDS

    1. For awarding the official awards of the festival, a jury is appointed by order of the executive director, which awards the following official awards:
      • Best Motion Picture;
      • Best Short Film;
      • Best Director;
      • Main Male Role;
      • Leading Female Role;
      • Supporting Male Role;
      • Supporting Female Role;
      • Best Screenwriter;
      • Best Operator;
    2. Creative unions, foundations and other organizations may establish their own awards provided by them. Proposals for awards and honors are submitted to the Festival Committee no later than two months before the start date of the Festival and are approved no later than 1 month before the start of the Festival.
  4. JURY

    1. The competition program of the Festival is evaluated by a jury, which includes established film professionals and prominent artists of contemporary art.
    2. The jury includes five members (including the chairman);
    3. Each member of the jury, including the chairpersons, has the right to one vote.
    4. The jury makes its decisions on awarding prizes, with a protocol that is signed by all its members. The decision is taken by majority.
    5. The jury has the right to award no more than two prizes for one film.
    6. The jury is not allowed to divide more than one of the official awards.
  5. COMPETITION AND OTHER PROGRAMS OF THE FESTIVAL

    1. The Festival Committee has the right to organize within the Festival:
      • Accompanying movie program;
      • Thematic series, retrospectives, focuses;
      • Discussions and events
  6. PARTICIPATION IN THE FESTIVAL PROGRAMS

    1. The participation of all films in all programs of the festival is subject to selection.
    2. In support of independent artists, participation in the festival is free.
    3. Focuses and special programs are determined annually at the organizer’s discretion.
    4. In the competition programs of the Festival, films in which the members of the jury have a creative participation, in any form, cannot participate. These films are presented in the out-of-competition program of the Festival.
  7. COPIES OF THE FILMS

    1. The copy of each film participating in the Festival programs and its quality check is provided by its producer. If the Festival receives a poor-quality copy, the film is automatically excluded from participation in the festival, and the producer owes a penalty of 20% of the potential revenue at maximum occupancy of the theater where his film is programmed.
    2. It is the responsibility of the participants to declare that they own the copyright of the materials used in the creation of their films. The festival DOES NOT bear any responsibility for any violation of copyright laws.
    3. No later than 45 days before the start of the Festival, the producers undertake to provide the catalog information /described in the request/ in Bulgarian and English, photos from the film and the director, a trailer or an excerpt from the film up to 2 minutes. If these materials are not submitted on time, the film will be removed from the official catalog of the Festival.
    4. Unless explicitly stated otherwise in the entry form, the applicant grants the organizing committee the right to use the film and parts of it and the additional advertising materials for the promotion of the festival for non-commercial purposes.
  8. FINANCING

    1. The festival is financed by DINEVI GROUP, and support from partners and co-organizers can be used.
    2. The Festival can also raise funds from sponsors, individual companies, foundations, organizations, which do not have the right to set any conditions in relation to the program and work of the Festival.
  9. GUESTS AND PARTICIPANTS OF THE FESTIVAL

    1. The festival has the right to invite participants to it at its own expense.
    2. The festival committee has the right to invite official guests, members of the public, specialists, film critics, artists from other fields, guests from other countries – festival directors, filmmakers, experts, journalists, producers, etc.
    3. Journalists from various media are accredited for the Festival, and their participation is at the expense of the institutions or editorial offices that send them. Their accreditations are issued by the Organizer.
